Sometimes you may find that your System Tray Notification Area Icons, like Clock, Volume, Network or Power missing or momentarily disappeared in Windows. If you face this issue, here is what you may try:

System icons not showing in Taskbar
Right Click Taskbar and choose ‘Properties’. Then from the ‘Taskbar Properties’ window select ‘Customize’.
Next, select which Icons and notifications should appear on your taskbar and hit the ‘OK’ button.
If this does not solve your problem, or if you find that the areas are grayed out, try this registry tweak.
Turn system icons on or off grayed out
Create a System Restore Point first, so that you have something to fall back on, should something go wrong. Before touching the registry, I always recommend creation of one!
Type Regedit in Run dialog box and hit Enter. From the Edit Tab, select Find.
Next, type and search for iconstreams and then later for pasticonstreams and DELETE ALL such found instances of each of them.
On my Windows I found their first instance in Key:
HKEY_USERS S-1-5-21-2193082411-1103859620-1337499753-1000 Software Classes Local Settings Software Microsoft Windows CurrentVersion TrayNotify
You will also normally find IconStreams & PastIconsStream in the right side pane of
HKEY_CURRENT_USERSoftwareClassesLocal SettingsSoftwareMicrosoftWindowsCurrentVersionTrayNotify
Reboot.
Now enable the system icons using the above regular method. Do note that in case your computer has multiple user accounts you may have to enable icons for each account.
If you are running Windows 8 or Windows 7, click Start, type Customize icons and then click Customize icons on the task bar. Next click Turn system icons on or off, and then set Volume, Network, and Power System to On. Click OK, make sure that the behavior for Power, Network, and Volume are set correctly, and then click OK.

From the issue description, I understand that when you login to your computer, you are just able to see the 'Start Screen' with no tiles on it and you are also unable to access any of the installed programs on the computer from this account.
This could be due to the corrupted user profile on the computer. I would like to have more information regarding this issue.
1)Is it a Microsoft Account or a Local Account, that you are facing this issue with?
2)Did you get any error message/code when you logged into this account? If yes, what is that error message?
3)What are the recent changes that you have made to the computer prior to this issue?
4)Are you able to switch to the Desktop Interface from the Start Screen of the computer? If yes, are you able to find the desktop icons there?
I would suggest you to try the following troubleshooting methods and check if that helps.
Method 1: Run the Microsoft Account Troubleshooter
If you are facing this issue with the Microsoft Account, then you may run the Microsoft Account Troubleshooter and check the result. You may download and run this troubleshooter from this link:
Please check the result in detail and you may also try out the suggestions given by the troubleshooter and check if that resolves the issue.
If the issue persists, then you may try the next method to check if this is caused by any corrupted system files on the computer. To find this, let’s run the SFC Scan and check the result.
Method 2: Run an SFC Scan
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.
a)Press “Windows Logo” + “X” keys on the keyboard and select “Command Prompt (Admin)” from that menu.
b)On the command prompt window, type the following command, and then press “Enter”
sfc /scannow
c)Follow the on-screen instructions and complete the scan.
Important: It may ask for windows installation DVD to fix and to enable SFC to make more than minor repairs. Some files saved on your computer might get deleted when fixing corrupted files.
If the issue still persists, then you may have to create a new administrator account on the computer and then transfer all the data and settings to the new account.
Method 3: Create a new administrator account and transfer the data to the new account.
Step 1: Create a new Administrator User Account in Windows 8
To do this, you may refer to the article “Create a user account” and follow the instructions given in it from this link:
Step 2: Copying old files to newly created User Profile
a)Press “Windows Logo” + “X” keys on the keyboard and select “Windows Explorer” from the menu.
b)Click on “View” tab and click on “Options” at the top right corner.
c)Click the “View” tab, and then select “Show hidden files, folders, and drives”.
d)Uncheck the box which states “Hide protected operating system files”.

e)Click “Yes” to confirm, and then click on “OK”.
f)Now, locate “C:UsersOld_Username” folder, where C is the drive that Windows is installed on, and “Old_Username” is the name of the old user profile you want to copy files from.
g)Select all of the files and folders in this folder, except the following files:

•Ntuser.dat
•Ntuser.dat.log
•Ntuser.ini
h)Right click and Select “Copy”.
i)Locate the “C:UsersNew_Username” folder, where C is the drive that Windows is installed on, and “New_Username” is the name of the new user profile you have created.
j)Right click inside the folder and select “Paste”.
k)Restart your PC and check if you are able to log into the default profile.
Now, you may delete the corrupted user account from the computer.

Step 3: Remove the Corrupted User Account from the Computer
a)Press “Windows Logo” + “W” keys on the keyboard to display the “Settings” search bar.
b)Type “Remove User Accounts” and press the “Enter” key on the keyboard.

c)In the “Manage Accounts” window, select the old account and then click on “Delete the account” link on the left pane of the window.
d)Click on “Delete Files” and then click on “Delete Account” to delete the whole account from the computer.
